The children were used and people were not really doing anything, and some people created a group which helped the children and they were seeing the conditions the children were  going through. They were showing the community the things the children were going through and they were starting to motivate the public to make strikes to go against the weak laws and enforce them and there to be laws to enforce the fact that child labor was a crime. The children were still working after all the strikes and they were making more strikes.
